"The local cache is currently in use by another instance of ClearSync" message indicates that the previous ClearSync 2 Desktop session did not close properly. The result is that a copy of the <CS_your CS username_#####.xml.lock> data file associated with that session was left in the c:\Documents and Settings\<Windows_username>\Application Data\ClearSync folder on your computer.
